Here is what you need to know from stories, research, and data released this week:

  • IRS Publication 970, “Tax Benefits for Education.” Editor’s Take: Pages 51 and 52 of this publication by the IRS provides a guideline for 529 qualified expenses, including when 529 assets may be used to pay for on campus housing and off campus housing. Given the expansion of students living at home or off campus while taking classes virtually, the interest in this topic has expanded and is very timely. Therefore, a review of the sources, guidelines and talking points are timely as well. To that end, in addition to reading the primary guideline documents of IRS Publication 970 and 529 plan disclosures of the 529 plan used as the investment vehicle, there are other secondary sources of information that provide some interpretation of and editorial on those two primary documents including those listed below:
  • Appriss Retail, “Consumer returns in the retail industry 2021.” Editor’s Take: In 2021, holiday retail sales were an estimated $887 billion and holiday returns were $158 billion or 17.8% of the total sales. This holiday season, give the gift that the family members want to keep while reducing the waste of time and energy by giving the gift of education through a contribution to a 529 plan. Grandparents and families want to help, and parents want the gift of a 529 instead of more clutter and noise. Together, the holiday season is the best time of the year to start this family tradition.
  • Benefits Pro, “Biden extends student-loan payment pause amid legal challenges to his forgiveness plan.” Editor’s Take: The student loan repayment pause has been extended from January 1, 2023, to June 30, 2023.
  • 529 Insiders, “3Q 2022 529 Market Sizing Highlights.” Editor’s Take: What was the 529 market sizing as of September 30, 2022? Read the article to learn more.
